Chen Jiaju (Jackie Chan), a policeman who has been trained as a special police officer, is upright and works hard to handle cases, and often ignores his girlfriend (Maggie Cheung). During a certain siege, Chen Jiaju arrested the big drug lord Zhu Tao, but due to the sudden disappearance of the witness (Zhu Tao's secretary) Salina (Brigitte Lin), he failed to be brought to justice, and Chen Jiaju was demoted.
