After 1949, although the Shaanxi-Gansu-Ningxia region, especially the Gansu region, was liberated, Zhang Shiguang, the leader of the remnant forces of the Kuomintang, insisted on "resisting the uprising and being loyal to the president." He gathered stragglers and habitual bandits to collude with local bandits and organized a powerful bandit armed force. They colluded with several groups of bandits that were already active in the surrounding area to kill district and township grassroots cadres, rob people's property, and carry out reactionary propaganda, which became a major harm to New China. The Northwest Bureau of the Communist Party of China and the Northwest Military Region issued instructions for suppressing bandits. Revolutionary warriors headed by Zhou Zhengyang and Huang Yifei were sent to form a heroic and invincible "Wolf Capture Team" to encircle and suppress the bandits. They turned the tide, fought beautiful ambush battles, and completely wiped out the bandits in the Shaanxi-Gansu-Ningxia region, making an immortal contribution to stabilizing the situation in the northwest.
