Tokyo - "Akatsuki Special Zone". The planned special economic zone newly established in this country has transferred administrative rights to the large company "Sakishima Holdings". Rival companies hatched various conspiracies around tax reductions and other rights that only apply to the special zone, and eventually a large-scale riot, the Akatsuki Resistance, broke out. The internal affairs were in ruins, and Sakishima Holdings was also disbanded. The Xiao Special Zone has become an unmanaged area where national autonomy cannot be realized. There is a group of men guarding this city that has become a lawless zone. Humans who have tattoos called "Sacred Tattoos" that seal the power of ferocious beasts are commonly known as "SCARDs". Each of them has its own special abilities, as well as defensive power that can incapacitate all attacks - such as bullets being deflected before hitting the body, and swords being shattered. "Helios" who uses the power of tattoos to protect the city, "Artemis" who protects the organization, and "public security agents" who protect order have become emerging forces and guard the Akatsuki Special Zone. Although weak, the struggle continues every day, and even so, they still carry out their own "justice." They survive in such turmoil - this is a story that depicts their normal daily life.
