The film was jointly produced by the Propaganda Department of the Henan Provincial Party Committee, Henan TV Station, Huixian Municipal Committee, Huixian Municipal Government and Beijing Jinzun Film and Television Cultural Communication Center, and produced by Beijing Jinzun Film and Television Cultural Communication Center. The film's prototype protagonist, Fan Qingrong, who is over 70 years old, is a native of Mengzhuang Town, Hui County. He was previously the chairman of Mengdian Electric Group. The story tells the story of Fan Qingrong, in response to the country's call for "energy conservation and emission reduction", who resolutely decided to blow up the "small power plant" worth one billion yuan that he had built over the years. It highlights the touching story of the protagonist starting from scratch under the leadership of the party and working hard to build a healthy development with the power plant employees.
