Ted is the leader of a gang that specializes in stealing Pablo cars. After a car theft incident, he attracted the attention of the police. The police then sent a police officer named Benjamin, who had just joined the police force and knew a lot about cars, to go undercover at Ted's garage under the pseudonym Bill. Bill gained Ted's trust through his excellent performance in repairing cars and became good friends with Ted.
