Over a period of time, several well-known public figures in politics, broadcasting and other industries were murdered, and without exception, puzzling combinations of letters and numbers were left at the scene. After some reasoning, Sugita Ukyo (played by Yutaka Mizutani) concluded that these symbols came from chess records. At the same time, his partner Kaoru Kameyama (played by Yasufumi Teranabe) also tracked a website called the People's Court, which lists a series of public figures and counts their crimes. Members vote on whether to sentence these people to the death penalty, and the names of those who have died before appear prominently on it.
