In 1941, U.S. Naval Intelligence Agent Soames (played by John Cusack) was ordered to come to Shanghai to investigate the truth about the assassination of his friend Connor. As a reporter for the German Herald in Shanghai, he visited the cocktail parties of celebrities. He used his romantic relationship with Mrs. Muller, the Nazi engineer, to eliminate suspicion and obtain intelligence. In a gambling game, he met Anna (played by Gong Li), the wife of gang leader Lan Ting, and he was curious about the mysterious code words of the gang leader Lan Ting. The follow-up failed, so he had to continue to inquire. In order to investigate Connor's death, he secretly met with Connor's informant. However, the meeting between the two went bankrupt because the Japanese army tracked down the underground party.
