There are two gangs of gangster organizations that compete with each other in the world. One gang is the vicious Big Brother Hung, and the other is led by Cheung Yee, who decides to change his ways. Luo Daqiang, a good friend of Flying Tigers member Li Zhenggang, was an undercover agent and was trying to get enough evidence to destroy Big Brother Xiong's organization.
