Gong Zheng (played by Li Xiuxian) is a royal policeman who, together with his friend Ma Kun (played by Anthony Wong), broke up a very powerful criminal group in one fell swoop, resulting in the arrest of the group boss Wang Bao (played by Long Fang). However, what the police did not expect was that Wang Bao sent his men to find out Ma Kun's undercover identity, which not only turned him into a vegetative state and was disabled for life, but also brutally killed his wife and children. Because of the lack of key evidence, Wang Bao was acquitted, and Gong Zheng faced the dilemma of suspension investigation. Out of anger, Gong Zheng chose to resign. Later, he accidentally met a con man (played by Wang Jing) whom Ma Kun had rescued, and the two decided to join forces to avenge Ma Kun. Although Wang Bao is cruel, he also has weaknesses, so the con man sets up a gambling game, and Wang Bao, who is addicted to gambling, falls into the trap.
