Allen (Vanessa L. Williams) is a senior employee of Xili Company, the largest weapons manufacturing company in the United States. She slowly discovered some of the company's shady secrets-the company produced a prohibited weapon and traded it on the black market. The FBI used Allen to obtain some evidence, and Allen became a key witness in the case. In view of the power of this company, the Witness Protection Center sent Marshal John (Arnold Schwarzenegger) to protect Allen. When John arrived at Allen's house, the killer was murdering Allen. John rescued the shocked Ellen and told her the current situation. After settling Alan, John went to the bar to meet his companion Robert (James Caan). Robert told John that the plan to protect witnesses had been leaked and that it was to be rearranged, and asked John to act together. John, who had always completed tasks independently, became suspicious, and he slowly began to feel that the forces behind this matter were not simple.
