Los Angeles police Tom Rhodes (played by Keanu Reeves) has a tough style, brave and courageous style. He and his teammates often violate police regulations and violently confront suspects. Their practices are feared and hated by criminals, and they are also criticized by their colleagues. With the care of captain Jack Ward (Forest Whitaker), Tom goes his own way and remains unmoved.
