In this sequel, the pan-consumer company that produces RoboCop controls the security of the city of Detroit, and the police go on strike because their salaries are delayed. The criminal group under Kane (played by Tom Noonan) has made a fortune by manufacturing the drug "Nuk" which is popular all over the world. The social security is extremely corrupt and violent incidents are everywhere. Robot policeman Murphy (played by Peter Weller) tracked down drugs and destroyed Kane's drug manufacturing factory. As a result, he was ambushed by Kane's gang and brutally dismembered. At the same time, Pan-Consumer took advantage of the financial difficulties of the city government and wanted to bring the city administration into the company based on the contract. Pan-Consumer's new RoboCop development plan failed repeatedly, so it invited psychologist Fix to participate in the design. Fix changed Murphy's command program so that it could not work as usual. Murphy, who was freed from the wrong program, led a group of hot-blooded policemen to sweep Kane's headquarters, but Fix transformed Kane into a giant RoboCop.
