该剧讲述1938年至1944年期间，日本侵华、山河破碎，在中国共产党的领导和推动下，郭沫若、夏衍、田汉、巴金、柳亚子、陶行知、徐悲鸿、茅盾、欧阳予倩等一大批爱国进步文化人士云集桂林，与以李克农为代表的桂林“八办”一起，在绝美的山水间，以笔为枪，以舞台做战场，通过新闻、文学、戏剧、音乐、美术等一系列文化运动，宣传抗日民族统一战线，将流亡与复兴、时艰与责任、生存与死亡、个人情感与民族情怀等都转化为抵御外来侵略的民族文化长城，进行一场没有硝烟的“文化抗战”的故事。
