天涯山脚下住着百八十户人家，传为杨家将后人。村民杨二牛受父亲影响，精通杨家跤法。这一年的庙会上，锅盔杨被小鬼子摔成重伤，杨二牛被迫承担起家庭重担，到镇上卖锅魁，被警备队员挑事诬陷成逃犯时，逃跑时被戏班子名角十三红所救，慢慢与十三红产生爱情。此后二牛代替父亲为天涯山上的游击队送去情报、药品、食盐等。特别是二牛把情报夹进锅盔里送情报的办法受到了王队长的夸奖。当地人喜欢摔跤，小鬼子以举办跤王争霸赛为名，从日本国内请来柔道高手，企图从心里上征服当地群众。中国跤手接连败阵，杨二牛被迫出手取得胜利。日寇恼羞成怒要抓捕杨二牛，杨二牛在十三红等的帮助下逃出古镇。日寇将杨二牛一直追到天涯山，天涯山正是游击队驻地，一场大战在所难免。十三红等壮烈牺牲，日寇也遭到游击队伏击死伤惨重——
