杜宇市公安局决定成立一支女子特警队，并向全国公开招考女子特警。来自全国各地的年轻女孩寒休、碧月、叶小惠、陈竞通过了层层考试进入了女子特警队并进入强化训练。刑侦队长冷若冰任女子特警队队长，江鹰担任教导员。梅琴、陈竞、叶小惠一组特警队员由碧月带领到A区执行秘密任务，黄志仁则带领寒休、刘小西、李平等另一组特警前往边寨地区去协助当地侦破一个贩毒和盗车团伙。寒休、刘小西、李平几位女特警为了执行任务，扮成卧底潜入犯罪团伙，与狡猾凶残的犯罪分子展开了斗智斗勇，最终一举摧毁了整个犯罪团伙。在执行任务过程中寒休救下了青年企业家陈伟，后陈伟对寒休由敬佩产生爱慕，并与黄志仁一起对其展开了凌厉的爱情攻势，而他们三人之间的复杂感情表现，把剧中的爱情和友情，工作和生活渲染的淋漓尽致，同时也把本剧的故事推向高潮。
