百团大战前夕，华北大地上抗日烽火遍地燃烧。云城日军最高指挥官秀夫是一个战争狂人，他立誓要摧毁一切抵抗者的意志。在一次清剿战中，他注意到杀死野田少佐后冲出包围圈的甘愿，发誓要抓住此人。甘愿死里逃生，遇到了正在执行任务的八路军小分队队长哥哥甘新。不料途中再次遭遇秀夫伏击，哥哥甘新的小分队战士全部牺牲。为了完成哥哥的遗愿，甘愿代替哥哥前往云城与地下党接头，并利用逃亡的劳工组建了一支抗日小分队，在地下党员彩云的领导下，炸铜矿、炸铁路、拔炮楼、阻劫军火车队，完成了上级交给的多个任务，成为秀夫的眼中钉。经过多次战火考验，小分队的每个成员逐渐成长为合格的八路军战士，最终完成了营救监狱抗日志士这个看似不可能的任务。独立团首长给予小分队嘉奖，夸他们是在战火中成长起来的战士。
