该片描述了在抗日战争时期的1942年春夏,日寇从济南、青岛、潍县、张店等地调集了两万五千多名日军、伪军,向山东安丘城顶山抗日根据地,发动了残酷的“铁壁合围”。担负鲁苏战区机要任务的国军113师机要连遭到了日军重围。在这危急时刻,中共安丘县委书记、安丘县大队政委徐忠民冒着枪林弹雨,率领安丘儿女出生入死的冲入敌阵,与日寇展开浴血奋战,掩护机要连冲出了日军的重围。
