燕子盗凌风行侠仗义，劫富济贫，被官府通缉。捕头小刚暗恋凌风，却误将太师府保镖程天朗认作燕子盗。柴太师欲借皇帝南巡为大觉寺白玉观音像开光之机，刺杀皇帝，以勾结番人共夺江山。燕子盗夜入太师府被高手所困。程天朗智放凌风，原来程天朗是朝廷密探。二人与小彤一起在开光大典时，拆穿柴太师的阴谋，将柴太师与其同党一网打尽，最后小彤与程天朗言归于好。
