《山河披锦绣》以纪念退耕还林实施二十周年为主旨，展现陕北自退耕还林以来取得的辉煌成果，以及农业生产方式和农村生活发生根本变化的情景。影片通过退耕还林前后二十年的时空变化，勾勒出陕北由过去的恶劣气候环境、百姓贫穷落后的生活面貌，到经过艰苦卓绝的治理渐变成绿水青山、百姓富裕的过程。剧中主人公李云卿身体力行，带病坚持工作，呕心沥血地带领百姓退耕还林脱贫致富，为我们树立起了新时代亲民爱民的领导形象，感人至深！
