隋炀帝杨广荒淫无度，横征暴敛。一日，杨广宣召大臣庄天栋之女美容进宫侍寝，刑部尚书王日成之妻素娘是庄天栋义女，为报养育之恩，素娘顶替美容入宫，欲乘机刺杀杨广，为父母报仇，但事败被捕。王日成被指定为主审官审讯素娘。夫妻公堂相见，肝胆欲碎，王日成不得不对素娘用刑。后素娘智杀奸臣金昌盛，并巧得路条，出城远走。王日成借追捕逃犯之机，出城与素娘相会，一起投奔瓦岗寨义军。
