上海滩租借一处民房失火，医科大学女教授于胜男（齐芳 饰）发现一具女尸十分可疑，于是连忙叫来巡捕房探长钟朗（钟汉良 饰）及其搭档韩非（释小龙 饰）。经过初步验尸和现场勘查，胜男、钟朗断定死者在火灾前即被人谋杀。经过进一步调查，死者的女儿在火灾发生时宣告失踪，种种迹象表明谋杀案背后还套着一个幼童绑架案。钟朗等人找到死者的妹妹，而对方将一切指控和嫌疑都指向了始终未曾露面的姐夫徐胜道身上。钟朗三人来到徐的住宅，结果遭到数名恶徒的袭击，谁知对方竟是南京军委会特派员。原来徐胜道是某军工厂步枪设计师，他设计的步枪存在炸膛这一严重的质量问题，导致前线的战士们蒙受无谓的伤亡。国民政府派人调查此事，而徐本人则在数月前宣告失踪。 扑朔迷离的案中案，错综复杂的线索，一切指向幕后的层层黑幕……
