故事发生在1997年香港回归前，广东省开发区南滨，围绕南滨市公安局局长高天（濮存昕饰），讲述了一段人民警察为正义而战的惊心动魄、错综复杂的英雄主义故事。警校高材生高天自毕业后就被分配到南滨市公安局工作，然而由于不公平的处分而黯然离开了警队。几年后，小有成绩的高天却接到撤销处分的通知，并力劝他重返南滨市公安局。高天毅然重返警队，正当他的工作卓有成效时，一场更大的危机与险境正向他一步步逼近。 38集主旋律正剧《英雄无悔》，以全景式的笔触再现了改革开放中公安干警可歌可泣、铁骨铮铮的英雄主义故事，自播出之后广受观众欢迎。本片荣获中宣部“五个一工程”优秀电视剧奖和第十六届全国电视剧“飞天奖”长篇连续剧一等奖、优秀编剧奖。
