惩教署职员柳记雄（罗莽）因行为不检被上司革职，又欠下贵利数，被迫铤而走险，于是他学习狱中的菲律宾党及钱志明之迷药桥，出此下策支撑生计。小虹（翁虹）误中迷魂党招数，丈夫（徐锦江）所有积蓄全被提取，更惹起丈夫怀疑自己有否被歹徒施暴，导致一阵绿帽疑云。另一受害者女学生云（钱军）青春美丽，柳记雄手下更萌起歪念，将之迷奸，并向云父勒索。事情愈搞愈大，警方矢志将迷魂党缉拿归案，老差骨与新仔（陈国邦）皆全力以赴。
