这是一个发生在战国后期的神奇传说。十三岁的秦始皇（谢苗 饰）登上王位，当时正值七国争雄，战火连连，少年皇帝面临着三大凶险，一是敌国遣美少女间谍潜入皇宫，伺机颠覆皇权，二是母后邯郸姬（洪欣 饰）与丞相吕不韦（吕良伟 饰）私通，觊觎皇位，阴谋垂帘听政、架空皇帝，三是母后与男妓私通生下孽种，以行挟持幼帝篡位之祸，神童小甘罗（曹骏 饰）的出现改变了危机四伏的现状。当时，燕国谋划绑架太子政，不料误绑了甘罗，当燕王得知甘罗只是一个太子的伴童，当即要杀他，但甘罗用自己超人的智慧救了自已。返回秦国后，他扶佐幼主，以顽童嬉戏的方式帮秦始皇躲过了一次次暗算，秦始皇将十二岁的甘罗封为宰相......
