1941年，抗日战争进入白热化阶段，山西凤城日寇纠集重兵对根据地展开大规模扫荡。我军派出以李剑（于震 饰）为首的“利箭特种部队”深入敌后，使日军深受重创，清水光一（陈昊 饰）恼羞成怒，实施了严酷报复。因大雨所困，李剑滞留在玉良镇客栈，与南京特派员章云飞（范雨林 饰）、军统杀手张志（付嗡 饰）、以及维持会汉奸等人展开了一场混战。李剑的姐姐李玲为掩护地下党员林筱雨（李萌萌 饰）壮烈牺牲，李剑强忍悲痛冒充章云飞打入国军45旅。敌人对他的身份产生怀疑，穷尽各种手段试探，都被他一一化解。因叛徒出卖林筱雨被捕，李剑设计将其救出，俩人展开了艰难的对敌策反工作......
