乾隆王朝中期，名将阿桂率军平定准葛尔之乱，在甘肃遭到连月大雨，大军受困，寸步难行。阿桂帐下绿营书办和珅（陈锐 饰）回京面见皇上求助。适值此时，甘肃巡抚王亶望（修宗迪 饰）上报旱情，引起乾隆（焦晃 饰）疑心，遂擢派和珅调查。和珅凭借机敏与干练搬倒贪官王亶望，倍得乾隆赏识，从此平步青云，最终成为朝廷不可或缺的重臣。 大清帝国虽则空前鼎盛，却也渐渐显露颓相。上有乾隆好大喜功，挥霍无度；下有无数贪墨官员欺君罔上，鱼肉乡民，致使国库渐次亏空。和珅在各方实力的夹击下闪转腾挪，周旋往复，殚精竭虑替皇上经营着这个羸弱不堪的庞大帝国……
