故事开始于20世纪70年代。在乡下插队的陈志（辛柏青 饰）因父亲“历史问题”迟迟不能回城，做为上大学的交换条件，他与村支书的女儿翠花（陈小艺 饰）定了亲。回城后，翠花在陈家照顾瘫痪的公公，陈志则踏上了去大学报到的行程。班里党支书马庆升（冯远征 饰）觊觎女同学秀萝（曾黎 饰）的美貌，而秀萝心中则装着正直的陈志。几年后，秀萝成了马庆升的妻子，陈志一直对翠花不离不弃。文革结束后，马庆升靠钻营当上了文尚县县长，陈志当了副县长。此时的秀萝已看清了马庆升的本来面目，她带着女儿独自在市里生活。陈志将要调任市农委主仼的消息让马庆升耿耿于怀，他不择手段地干起了龌龊勾当......
