刑警队一日接到全市最大商场统一百货报案，声称有人敲诈该公司老总陈金堂，并以炸毁百货大楼相要挟。刑警队长程东带领的重案组紧急出动，调查这一起带有黑社会性质的敲诈案，在苦无线索之际，竟发现该案与盲女绑架案、市长助理被杀案、高速公路收费员被杀案有丝丝缕缕的关系，而且犯罪分子手法干净利落、手段残忍，种种迹象表明有一个黑社会集团在周密地操控着一切，当重案组历尽艰辛调查案件，并快要接近事情真相时，队长程东因涉嫌奸杀三陪小姐而身陷牢狱，令刑侦局长也被勒令休假，此时人性受到考验，善恶是否分明、黑白之分是否绝对。
