电视台体育节目主持人任小雨（李湘 饰）偶然路过快餐店，即兴采访食客王大山（李成儒 饰），本来对市队满腹牢骚的他对着话筒夸下海口，亲自组建“包子队”与市队叫板，不料此言被现场直播出去，引起全市球迷的极大兴趣。本来是王大山借着酒劲信口开河，但球迷们信以为真，电视台和任小雨也如座针毡，不得不假戏真做。电视台文体部主任钱宁（李俊峰 饰）与小雨临阵磨枪，想出一个应急办法，让快餐店的老板伙计悉数上阵，决心“不蒸包子争口气”，歇业投入训练。与此同时，另一支财大气粗的“国际联队”也被怂恿的头昏脑涨，赛前集体宣誓，坚決拿下“包子队”，大战一触即发......
