讲述了淞北市当地出现了一个新兴犯罪组织，他们通过搭建线上网络赌场，诱骗当地百姓参与赌博非法获利，并用威胁、恐吓等方式，迫使当地企业家成为他们线上赌场代理人。百姓深陷网络赌博的荼毒并欠下高额赌债，倾家荡产却敢怒不敢言。刑警李红旗陪女友回老家过年，意外发现岳父老陶卷入了这场涉黑案件中，正义感爆棚的李红旗毅然决定放弃休假，联手当地警方展开侦查。在调查过程中，李红旗不断遭受来自犯罪分子的对抗与胁迫，但他靠着自己丰富的经验和超强的行动力，最终挫败这场黑色风暴！
