孙子兵（郑中基 饰）绰号发仔缺乏人生目标，他只能充当黑帮小混混里的一个小喽啰，与好友朱朋（林子聪 饰）终日无所事事。这天女警庄情（傅颖 饰）、阿莎（杨爱谨 饰）和36（官恩娜 饰）找到了发仔，原来发仔的真实身份是一名卧底警员，发仔因为失忆忘记了自己的真实身份。发仔根本不相信庄情的话，但为了微薄卧底酬劳，发仔还是答应了帮庄情做事。没想到发仔与老大杜奇风（郑中基 饰）一见如故，成为了结拜兄弟。庄情十分失望，庄情伤心流泪令发仔十分震撼。在朱朋的鼓励下，两人决定要成为一个正义的人。 杜让发仔保护自己的老婆淑贤（吴佩慈 饰）发仔早对淑贤有倾慕之情，没想到淑贤却要求发仔带她远走高飞。发仔面对淑贤跟庄情，陷入了两难的状态。杜找到了他们栖身的地方，也意外发现了自己丢失的重要物品，此间也揭发了一个重大秘密。
