本美术片为剪纸片，改编自同名戏曲，造型设计为柯明，背景设计为刘凤。 张飞接到军令，本以为又可上前线打仗，哪知是要他做七品芝麻县官。脾气暴躁的他本想罢接军令，随从提醒这该是军师诸葛亮对他的考验，于是走马上任，接手第一桩案件。地保在姚相公瓜田里偷西瓜吃时，撞见姚相公正调戏一位手抱襁褓的年轻妇人，本想上前阻止，不料姚相公一番威逼利诱，他答应做伪证帮助姚相关反告妇人偷瓜。张飞面前，姚相公和妇人各执一词，令他一时左右为难不知如何是好，后终想起诸葛亮的赠言，妙计上心头。
