《没羽箭张清》讲述了为人正直，身怀飞石绝技的东昌府大将张清，对百姓和朝廷忠心耿耿，因不善权术被知府利用，险些遭陷害，最终和师兄董平改投梁山的经历。东昌府大将张清对于朝廷的背叛建立在对官府的失望上，因得知梁山好汉们替天行道，才决定为了正义落草为寇。虽然投靠的阵营变了，但他从头至尾都是个心系百姓，忠于自己心中信念的人。
