On Christmas Eve one year, a large number of people gathered outside a certain building to protest against the purified water cooperation plan between the country and the Republic of Kuzan. At the same time, the transportation network and related electronic systems were invaded and completely malfunctioned. Later, the police maintaining law and order drew their guns and shot the protesters. At this critical moment, Major Motoko Kusanagi (voiced by Maaya Sakamoto) of Public Security Section 9 led team members Bart (voiced by Kenichiro Matsuda), Togusa (voiced by Aragaki Tarusuke) and others to quickly take action and launch a series of fierce battles with terrorists and hackers.
