Big Tree, Mayor and Cultural Center

The mayor of a remote town made a plan for a piece of land on the outskirts of the city. He believed that he could get approval from the central government and use it as capital for his political advancement. He originally planned to build a cultural and sports center with a large parking lot on the land. There seems to be only one voice of opposition to the plan, from an environmentalist - the school's Chinese teacher. Soon the mayor fell in love with a female writer who was a typical intellectual. The mayor's daughter began to become friends with the Chinese teacher's daughter, which caused waves in the mayor's life and made his plan seem to be shelved.
