In the winter of 1962, Jiao Yulu (Li Xuejian) was sent to Lankao County, Henan Province, where the famine was severe, as the second secretary of the county party committee. He was very popular among the people. Wu Rongguang instigated people to use a certain topic to bring Jiao Yulu down, and the people in the county gathered together to plead his grievances. Later, Lankao suffered a severe flood. Although Jiao Yulu's liver disease was in an advanced stage, he still insisted on going to the front line to fight the disaster.
