The New Year is approaching, and the Palace of Culture is preparing for a grand New Year’s Eve dinner. Ogur (Igor Ilyinsky) is the new director of the Palace of Culture. This serious man decided to review all the programs to be performed at the dinner and deliver a 40-minute academic speech on New Year's Eve. Everything about the dinner made Ogul feel very uncomfortable - the actresses' skirts were too short, the songs played by the band were too garish and superficial, and the attendees wanted to wear gaudy carnival masks to hide their appearance.
