The government, regardless of public opinion, insists on turning the ancient and quiet town into the site of a large chemical plant, saying that this will greatly increase employment opportunities. Stefan Bednarz (Franciszek Pieczka), who has extensive business management experience and is loyal to the party, was appointed to start all this. The small town is the hometown of Bednarz and his wife (Halina Winiarska). The two left many years ago due to an incident. Now Bednarz wants his wife to go with him, but she is refused. When the factory was first built, although some residents protested against the government's atrocities, everything went smoothly. After it was put into production, issues such as the increasingly bad environment that residents had previously worried about became apparent. The relationship between the government and residents began to become tense, and Bednarz became almost exhausted as the coordinator. The TV director (Michal Tarkowski) continued to pay attention to the factory, his assistant (Jerzy Stuhr) deliberately filtered the residents' opinions, he was forced to work with an old enemy who forced him and his wife to stay away from their hometown, and his daughter (Joanna Orzeszkowska) drifted away.
