CIA agent Weller (played by Jean-Claude Van Damme) and his beautiful partner Mel were hunted down by a mysterious organization during their mission to protect a confidential document. Mel sacrificed and Weller was arrested. When he woke up, Weller found himself imprisoned in a nuclear submarine, which was an isolated black prison set by the CIA in the deep sea. He himself became a traitor who betrayed national secrets.
