The film is directed by Yuan Haoquan and written by Ni Kuang. He Zhongheng (Bai Biao), Qin Yinghao (Li Xiuxian) and Luo Zheng (Sun Jian) are three fledgling agents. After graduating from the county's agent training class, they uphold the purpose of eradicating violence and upholding law and order, and strive to eliminate crime. Gambling houses and brothels in the county were all raided.
